UNITED NATIONS GENERAL ASSEMBLY HIGH-LEVEL MEETING

“UNITED TO END TUBERCULOSIS: AN URGENT GLOBAL RESPONSE TO A GLOBAL EPIDEMIC”

WEDNESDAY, 26 SEPTEMBER 2018
UNITED NATIONS HEADQUARTERS. NEW YORK

AIM

As decided in resolution A/RES/71/159 in December 2016, the United Nations General Assembly (UNGA), will hold a high-level meeting on tuberculosis (UNHLM on TB) on 26 September 2018, during the high-level general debate week of the General Assembly. Current global actions and investments fall far short of those needed to meet the 2030 target of ending the global TB epidemic, and urgent action is needed to accelerate progress. The modalities resolution for the UNHLM on TB states that Heads of State and Government will approve a concise and action-oriented political declaration.

The UNHLM on TB builds on recent commitments and calls to action made by 117 Ministers and other leaders in the Moscow Declaration to End TB (2017), and the Delhi End TB Summit (2018) which highlighted the political commitment to tackle TB in South-East Asia. The President of the UN General Assembly convened a UN Interactive Civil Society Hearing of diverse stakeholders on 4 June 2018 to inform the UNHLM on TB.

Ending TB is linked to other health priorities of the 2030 Agenda for Sustainable Development. For example, ending the HIV epidemic and antimicrobial resistance are concerns which have been addressed by recent UN high-level meetings. The third high-level meeting on noncommunicable diseases will take place on 27 September, 2018. In 2019, the General Assembly will hold an HLM on Universal Health Coverage (UHC) --progress towards UHC is critical to ending TB.

HIGH-LEVEL PARTICIPATION

The success of the UNHLM on TB depends on the strong participation of Heads of State and Government. The President of the General Assembly has requested the respective regional group chairs of the General Assembly to consult amongst their groups and to indicate to the Department for General Assembly Affairs and Conference Management, the names of the Plenary speakers from delegations within their respective regions. The deadline to do so is 15 August 2018. Therefore, Heads of State/Government representative are encouraged to communicate quickly with their permanent missions in New York to express interest to speak. The programme allows for speeches of over 70 Heads of State and Government, senior representatives, or Observers of the General Assembly in the Plenary.

During two multi-stakeholder panels, running in parallel to the plenary, a number of leaders of UN agencies, high-level experts, other stakeholders and champions of the fight to end TB, will discuss specific themes in the End TB response. The panels will be co-chaired by high-level Member State representatives. These panels will take place in parallel to the plenary and will enable opportunities for interventions from other stakeholders participating in the meeting. These include, among others, representatives of UN agencies, civil society and TB-affected communities, parliamentarians, the private sector, and academic and research institutions.
